Non-compliance with the accessibility regulations

The Wiltshire Council Local Offer website is not fully compliant with the Web Content Accessibility Guidelines version 2.1 AA standard. The following items identify specific areas where the site currently does not meet certain standards, along with how many instances of each issue have been recorded:

• WCAG 2.0 A 1.3.1: There are 80 instances where table headings are missing a 'scope' attribute, which defines whether they are headers for columns, rows, or groups of columns or rows.
• WCAG 2.0 A 1.3.1: There is 1 instance where a 'fieldset' element is missing a 'legend' element, which describes the group of form inputs it contains.
• WCAG 2.0 A 2.4.4: There are 976 instances of links that share the same text but lead to different destinations, which can be confusing for users.
• WCAG 2.0 AA 1.4.3: There is 1 instance where text does not have sufficient contrast against its background, making it difficult for users with low vision to read.
• WCAG 2.1 AA 1.4.10: There are 2 instances where pages require zooming and 2D scrolling on small screens, which is not ideal for mobile users.
• WCAG 2.0 AA 2.1.1: There is 1 instance at 400% zoom, as the user tabs through the News webpage, the filter 'Refine your results' appears along the top of the webpage. This is not accessible using the keyboard.
• WCAG 2.0 AA 4.1.2: There is multiple instances of Invalid ARIA attribute value: aria-controls="accordion-panel"

We are working to address these issues and aim to have them resolved by June 2024. Users who encounter difficulties are encouraged to report these through our feedback channels.
