Wiltshire Centre for Independent Living (wiltshirecil.org.uk) (opens new window) works with young people and adults to support their independence. Community connecting (wiltshirecil.org.uk) (opens new window) offers 1:1 support to help people engage with the community and enable people to live 'their good life'. This might include someone to accompany you on transport while gaining confidence. If you are eligible due to age or qualifying disability, a concessionary travel pass entitles you to free off-peak travel on local services from 9.30am to 11pm, Monday to Friday, all day at weekends and Bank Holidays.

Qualifying because of disability

You qualify if you are within one of the seven categories listed in the Transport Act 2000, as shown below:

• blind or partially sighted
• profoundly or severely deaf
• without speech
• has a disability, or has suffered an injury, that has a substantial or long-term effect on their ability to walk
• does not have arms or has long-term loss of use of both arms
• has a significant learning disability, that is, a state of arrested or incomplete development of mind which includes significant impairment of intelligence and social functioning
• would, if they applied for the grant of a licence to drive a motor vehicle under Part 3 of the Road Traffic Act 1988 have their application refused on the grounds of medical fitness. Examples of those who are currently barred are people with epilepsy, severe mental disorder and liability to sudden attacks of giddiness or fainting. This does not include those who have had their license refused/revoked through the misuse of alcohol or drugs.

The disability should be permanent or have lasted at least 12 months, be likely to last 12 months or be likely to recur, and should have a substantial effect on the person's ability to carry out normal day-to-day activities.

In addition to the Get Connected service operating within special schools, Wiltshire also offers a service for SEND young people for independent travel training as well as travelling to post-16 education settings or to work/ volunteering settings in Wiltshire.

Independent living guidance

In preparation for adulthood, it is expected that the majority of young people beyond the age of 16 will travel independently to their place of education. There will be a small number of learners who, after travel training, are not able to travel independently. A subsidised travel scheme is available for these learners continuing in full-time education (either school or college) between 16 and 19 years of age. The offer of a reduced rate travel of £300 per annum for students whose gross household income is less than £20,819 and for all other students the charge will be £650. Travel arrangements will not be put in place until the full payment or the Direct Debit for instalment payment has been set up.
